This course will provide students with an intensive overview of high risk sex offender supervision and management specifically designed for specialized Police Officers, Sheriff, Non-sworn support staff who assist with registration, Prosecutors, staff who are charged with protecting our communities, enforcing court orders, and interpreting the myriad of legalities specifically relating to registrants.
Introduction to SO Supervision and Management
In this introductory module, topics include instructor introductions, history and usage of LE Learn and the introduction to SO Supervision. Additionally, students will understand the importance of a specialized caseload, history of registration and statistics, and understanding risk. A very detailed HRSO registration module will not only cover the registration process itself, but also a step-by-step overview of questions to ask the offender during the initial registration appointment or the initial reporting of an offender to his Probation Officer or Parole Agent. Students will leave this module well versed in the LE Learn platform and how to tackle their SO assignment, as well as a solid understanding of why and how to conduct an effective HRSO registration.

The introduction to The Containment Model module will provide a historical summary of the development of containment based policy and legislation. Students will learn about the various elements, the roles, and the goals of The Containment Model. They will leave this module with a solid understanding about overall risk-assessment from combining results of diagnostic tools for both Static and Dynamic risk. The lesson also covers the Future Violence Assessment tools as well as risk assessment tools for Juvenile offenders. Effective and accurate risk assessment is the cornerstone of an effective HRSO management program. Almost every jurisdiction in the US now requires, by law, the implementation of a county or state-wide Containment program.

In this module students will study proven techniques for the searching and investigation of HRSO offenders when in the field, at offender residences, and at work or school. Topics in this module include residence verification, home compliance visits, employment checks and office visits, and registration. Learners will become familiar with the 11 steps of preparing a multi-agency sweep operation and will be provided with guidance on the planning, preparation and deployment of those operations. A lesson on working with the press and public brings home the importance of a well structured press program necessary for agencies working with the high profile and dangerous population.

The last module of this course focuses heavily on officer well-being. Strategies and techniques for dealing with increased stress and demand from this unique assignment will be discussed. Officers will also receive referral resources for gaining assistance during times of crisis. A significant focus of this module is PROACTIVE techniques for keeping students safe, healthy, and sharp, while avoiding the pitfalls of burnout, over-exposure, and the viewing of unnatural CSAM material.
